Sims must have met each other first in order to use the interactions, but you don’t need a high friendship to select them.

The second is arranging marriages for the currently selected sim with a member of another household, and the third is a regular Marriage of Convenience option between your sim and another sim of choice, for those who just want to get married without romance.

This mod allows sims to marry without any romance being required, and you can do this in 3 different ways, with more options being added at a later date (matchmakers, placing ads, etc)!
